Importing scrap materials in Vietnam

In the meeting of the Japanese Round Table in 2018, Japan Business Association stated that the import of scrap in Vietnam is increasingly tightened and they expressed support for the policy of protecting Vietnam from being filled with garbage.

The problem of importing scrap is one of the issues of concern for enterprises producing packaging paper, pulp and other paper products in Vietnam today. At the preparatory meeting of the Japanese Round Table Conference in 2018, Japan Business Association said that some businesses had to import scrap of the same HS code with garbage to produce iron, steel and paper... The association said: "These businesses have environmentally friendly industries and reuse garbage. Therefore, for these enterprises, whether they can import materials or not is a very important matter".

The Association hopes to find a solution for these businesses to be in stable business, at the same time express that it is not desirable that Vietnam will become a place to collect garbage of the world and that they support the policy of protecting Vietnam from being filled with garbage.

For this matter, HCMC Customs Department said that if the enterprise imports all kinds of iron and steel scraps, paper scraps, etc., which are in compliance with national technical regulations, and if the enterprise is granted a certificate of eligibility by the Ministry of Natural Resources and Environment too protect the environment in importing scrap materials as raw materials for production and to ensure sufficient conditions, the customs offices shall carry out customs and customs clearance steps.

According to HCMC Customs Department, currently, there are some types of imported scrap that do not have national technical standards, including aluminum scrap, copper scraps, hydrological materials, granulated slag ... The issuance of national technical standards for all types of scrap included in the Prime Minister's Decision 73/2014 belong to the functions and power of the Ministry of Natural Resources and Environment.

The Customs Department of Ho Chi Minh City has sent an official dispatch to the General Department of Customs and also to the Ministry of Natural Resources and Environment to soon issue a national technical standard with all kinds of scrap to customs authorities. Customs has the basis to implement goods clearance procedures according to the above regulations for enterprises. Currently, the Ministry of Natural Resources and Environment has issued a national technical regulation on environment to guide the implementation of inspection of import materials. HCMC Customs Department recorded the Association's petition and will send a document to the General Department of Customs to report and propose to the General Department of Customs and the Ministry of Finance to consult with the Ministry of Natural Resources and Environment for consideration.
